Win 7 high CPU usage from svchost.exe - wuauserv

Hi, I installed fresh Win 7 and now my CPU usage is high in task manager. It is from windows update - wuauserv. CPU is at maximum clock rate always .usage is at 12%-14% always.
When power plan is set to balanced CPU is at high clock peed. Setting it to power saving mode clocks down CPU at 800 - 3000 mhz but system performance is decreased.
Any solutions?

16GB ram
GTX 770

Fix windows update - that's the one that is causing this.

I've had the same issue many times before.

Easiest way to fix it I find is to run windows update manually and leave the pc running for a day or so while it does what it needs to.

Do you get any error messages when trying to run windows update?
