lower frames on an Rx 480

my specs are as follows
i5 3330
8gb ddr3 ram
WD green 500gb Hdd
XFX Rx 480 8gb OC editon

basically my performance is not matching any benchmarks fallout 4 drops too 30 ROTTR drops too 40 Batman arkham knight too 30 and they dont go as high as they should , my CPU usage is at 60 percent though, is that it or is it my HDD? help would be appreciated

If you go into the ATI grpahics card control centre.
Click on global settings.

Then click on the global overdrive tab.
Move both the power settings to 50+%
And the target Gpu tempreture to it`s maximum of 85c
Apply the settings.

Now go back to the Global settings page.

Enable the target frame rate control option and slide it all the way to 200 fps
And apply the settings change once again.

Test it again with a game and see if you get a higher frame rate result in Tomb Raider RT.
