Bottlenecking PC possibly? Need Help!!

Build:
i7-4770k 3.5ghz
GPU is a gtx 970
When I play a low demanding game like counterstrike I only get about 200 frames, and it drops below my refresh rate of 144 every once in a while. Anyone have suggestions?

This is what I don't understand about PC gamers, being a PC enthusiast myself, I love silky smooth 60FPS so to be honest...you should be running at 60fps so then things like this aren't really an issue because why do you need 200fps?

That's like.....more than the human eyeball can comprehend.

That's my opinion on this anyway.

Actually I have 151 hours on record with CSGO and I play it at a nice and solid 60fps no problems, but anyway more to the point here...

Your system is absolutely fine, as long as your temperatures are acceptable there shouldn't be an issue here :)

Neither the CPU or GPU will hold back each other, especially @1080P/144hz (if that's what your playing at). If its dipping below your FPS then just lower the settings and if it continues then check your temps using a monitoring such as HWmonitor or NZXT CAM Software to find out if its an issue with thermal throttling.

The temps are fine, remaining in the 30 celsius range, and I play at 1024x768 all settings low, do you know if I should prioritize the game? Possibly that could fix it?

A few things to try...
-Update GPU drivers.
-Disable background programs that don't need to be on such as Skype or Torrents.
-Scan your system for virus/malware as these can drastically slow down the system.

Besides these I'm not sure what else you could really do to improve FPS as every GPU out there has FPS dips, heck even my SLI GTX 780 6gbs can drop to 30 FPS from a typically normal 110-120 FPS when i'm tanking like 20 enemies in BnS. I do agree with GameFreak01048 though trying to get higher FPS then your monitor does seem kind of pointless but I have heard it does lower input lag in some FPS such as CSGO.

Input lag would be changed with higher FPS yes but the heat!

I ran my 960 OC on fallout 4 without V-Sync and the fan sounded like a jet turbine so I almost instantly put V-Sync back on again :D

@GameFreak01048, When I first got my 144hz monitor I used to run BF4 with v-sync off which kept frames between 160-199 (max) but the top GPU would hit temps close to 88C which would put the fans @100% and was unbearably loud where ppl in TS could hear my system lol. So I changed thermal paste to MX4 which lowered the temps about 3-4C and it was still loud so enabled vsync and now max temp on top GPU is 80C which is acceptable and not loud. As far as keeping the FPS @144 over 200 I didn't noticed a difference (maybe 1-2MS?) and IMO wasn't enough of a difference justify keeping the higher FPS.

Yeah I usually hit absolute max 62C on my OC 960 that's with V-Sync on and at about high settings for all of my games (GTA 5 and Fallout 4, the rest are old ish games) nice and chilly!

I don't actually notice any input lag but get me on an Xbox One and i'm like "what!? I told you to jump and you didn't! Useless plastic!" haha :D

I didn't mean to select that as the solution, how do I check my GPU usage? I know how to check my cpu but not my gpu.
