WS-37397-9 Error on PS4 (Unusual setup)

In short I've moved into student flats at university and am having trouble connecting my PS4. I can get online fine but the WS-37397-9 error is popping up 95% of the time, disallowing me to use PSN and therefore stopping me gaming.

Being in student flats means I can't really do anything to make network changes and even when our public IP changes we get blocked again fairly quickly. I've tried all the listed online fixes and nothing is working. I'm talking with Sony to try and resolve this but their replies are slow.

My best guess is that there's so much traffic coming from the IP address that Sony thinks we are performing some sort of attack and thus automatically block our IP.

The only solution I can find (and I'm not particularly enthusiastic about it) is to use a VPN. Lack of built in VPN support for the PS4 means I'd have to run it through another device first, such as my laptop.

In the meantime I'm stuck using my phone as a hotspot. Does anyone have any ideas?
