okay so im getting about 25-35 fps on all games except counter strike global offensive. i manage to get about 65-75 on that game and thats not a demanding game at all. i should easily achieve 100+ from that according to everyone else, ive tried everything that i know to do to increase fps such as changing the power setting to high performance and disabling vsync in game and alloying it in nvidia control panel. i am rather new to PC gaming and here is a list of my hardware

PSU: EVGA 550w 80+ gold
Mobo: MSI 970 gaming
CPU: AMD fx 6300 (overclocked to 4.4Ghz)
CPU Cooler Hyper 212 evo
GPU: Gigabyte Geforce GTX 1060 g1 (overclocked to 1731Mhz base-and boost to 1946)
RAM: 16gb, 4x 4Gb sticks of g. skills ripjaw series

so i honestly dont understand why im getting such a low framerate.

Solution
You need to check your cpu is holding its Ghz under load and the motherboard is not throttling it. Not familiar with that board but it happens on others.

How long did you do the test for? You should wait for the PC to heat up first so play it for an hour then start testing it so that you get reliable results because that is ice cold :D

Okay so i played it for a hour and afterburner says my peak temp was 33c? i was also running some apps along with it just to see if it would raise the temp anymore and nothing.

Firstly, what games? Very CPU heavy ones could be pushing that fx6300.

Second, your CPU temps are clearly wrong. It's known that amd temp readings are iffy. Try using other software to monitor.

Third monitor your cpu and gpu usage in gaming and tell us what it says.

You could also reinstall all drivers. Wipe with ddu then install fresh.

I second that. Your CPU temps while gaming are the same as they should be in IDLE - no way they are at 30C or below while gaming, simply no way. Try using a different software to monitor the temps. I usually use Open HW Monitor, but there are many others.
