Sudden Constant Low FPS and Stuttering after Shut down

I've suddenly been getting extremely low FPS on all games (20 to 30 from average of 100/150)

The other week I shut down my PC and packed away while I moved house, as far as I know none of my hardware was damaged in the process.

The thing's I've tested are:
-Swapping GPU's (From 970 to 750ti)
-New Ram
-Re-plugging all connectors on the mobo
-New hard drive
-Reinstalling Windows to my SSD

None of these have fixed the problem (Other than one playthrough on CS:GO after re-installing windows however still only 80fps from around 200)

I'm not sure what could be causing it, and it seems to only be in games (And sometimes video streaming)



 
Solution
Get back to us with the usages you experience when playing games, using task manager you can monitor your cpu and ram, while you need to use your gpu's software or some such to monitor that. Plus there could be a new overheating issue. Make sure to get all the latest drivers as well.
