That's going to depend on your case and the cooling it provides as well as the amount of heat your GPU is putting out. So in theory yes what you're experiencing is possible based on these factors.

Either way you're within specs of temp for that cpu since 62C is max.

i took the side cover off my case, and i only have one case fan which is the exhaust .-.
 
First have to be clear which temps you are talking about and which program for monitoring.
On those processors 62c CORE temperature is when it's supposed to throttle. Package temps can be much higher. Some monitoring programs do not read right temps, AMD Overdrive is preferred method and program. Idle temps are not accurate with any program.

well i looked at my heatsink and noticed it had alot of dust on it so i cleaned as much as i could off (hard to do without taking it off the mobo >_>) and my temps are back to around 35-45 ish in games.
