Is my CPU bottlenecking my system?

I have a gaming rig, strictly gaming/streaming, and no other tasks.
Specs:
Fx 8350 running at stock on h100i gtx cooler
32 gigs g.skill rip jaws 1600 ram
Msi gaming 970 mobo
240 gig Sandisk ssd
2 Tb hdd
Gigabyte gtx 980 ti oc edition running at stock speeds
Antec 1000 watt platinum psu

Right now, I'm using 2 monitors- Asus vg248qe monitor, and a cheap acer monitor.

Running games like gta and triple a titles (black ops 3 also), I get over 120 fps on highest settings.
But games like Dirty Bomb, war thunder, I get a considerably lower fps, around 60-80 on any setting. Low graphics settings or high settings. Still around that fps. V sync always disabled. 144hz refresh.

Is my CPU bottlenecking my system from getting good fps? I should be getting 150 easy in dirty bomb on max settings. I just don't know where the bottleneck is.

I would add, depending on the game you're playing, the CPU does not need to be at 100% to still be the bottleneck. Poorly threaded games may only max out 1 core, or even several cores, but 100% CPU usage means all 8 of your cores would have to be heavily loaded, which is unlikely. If your CPU usage graph is showing as a single graph, rather than 1 graph per core, you might change to 1 graph per core to see if 1 or more cores are being fully utilized while gaming.

When you play the game, run task manager. If CPU Usage is at 100%, that's your bottleneck. If it is, Overclock! You have a nice liquid cooler and an FX CPU!
If memory is at 100%, that's your problem. That would seem hard to believe to me.
If it's neither of those, graphics card is your issue.
