Motherboard compatibility and decisions to what chipset to get

Hello everyone thank you for taking the time to read my post :)
This is going to be a block text but I tried to keep it short and detailed I'm really sorry.
I am so close to having the PC that I have always wanted just need one more part the motherboard. :wahoo:
Here's what I have so far:
The parts I am re using from my best buy prebuilt.
CPU Core I5 - 4460 @3.2 Turbo 3.4
2x4gb DDR3 SDRAM @ 1600
1TB HDD 7200RPM
The new items I have purchased for my PC
EVGA GTX 1070 FTW (2x8Pin)
Seasonic G series 550w GOLD
Zalman ZM z9 Neo case (4 fans are molex while the exhaust one is pin and connects to the motherboard)

Some criterias:
First I don't want to pay over $100 for a motherboard I already used up most of my money on the GPU, PSU and the case was cheap and it looks pretty cool for to me ;) . Don't plan on SLI or overclocking my CPU (Even though I can't). I don't want to upgrade CPU so just an LGA1150 socket is good.

some Info: My current prebuilt motherboard has wifi and bluetooth, but I dont even use them but you know its cool to have. The front of the case has the blue USB 3.0 but upon inspecting the motherboard it doesn't have the normal USB 3.0 Header that on other MB is rectangle and blue its just a regular yellow one that says 3.0. The front also has a usb with the yellow color on it.
I actually tried to move my MB to the new case but one of the standoffs from the old case wouldn't come off so I had to try something and I ended up putting it on the new case without 1 of the standoffs. I tried connecting the cables but the audio one that comes from my case the HD AUDIO has less pins than the spot I have to connect it to, its orange and on the last case the audio was a different cable with an orange color. Pretty much this motherboard is to non standard that standard cables just don't work.

question:
So since I don't want to spend much on a MB probably $70 or under (I will make an exception if i need to pay just a bit more for an $80)
I don't mind the brand or the color I just want to be able to connect my parts and play games with it, but then again I don't want to compromise a gtx 1070 on a bad MB. What are some great MB for a budget price. I know chipsets vary, but USB 3.0 is a something I would like. Typically people say MSI Pc mate or an asrock but I have seen some for even $40!! I really need help

For that price it sounds pretty good, I haven't ordered from newegg just amazon.
If I decide on that MB, how does moving my CPU work. By that I mean will just putting the cpu to that MB adding new Thermal Paste plugging everything in starting up system and downloading drivers be ok.
Or will I have to do something on my previous MB before installing the cpu to the other. Maybe do I have to enter my product key again not sure hehe

I also seen this MB:
Gigabyte LGA 1150 Intel H81 GA-H81M-HD3
It's a few dollars less and I never have done rebates I hear people say it takes too long.
What do you think about this one?

Its some lenovo brand CIBM


But how come I need to reinstall windows if its already on my HDD or is it not really a true re installation where I start new and lose my old information.

Oh - it's Lenovo brand PC. Then it has OEM version of windows.
You'll have several problems there:
1. Possible problem from non matching chipsets of old and new mainboard - (windows reinstall necessary);
2. OEM windows, witch you can't transfer to another system (new windows license necessary).

Even if your old windows works on new motherboard without re-installation, it will deactivate.

It came with windows 8.1 and then I upgraded to windows 10.
Would it matter if its now windows 10 and moving it on to a new MB
at this point it's pretty much building a new PC from the scratch I think the only part I can re use at this point is the CPU

edit: Reading online and old posts from tomshardware I read people saying although OEM are tied to that one PC and its MoBo
if you're lucky and want to transfer it you can call microsoft so they can re activate it. Now there are varying answers from google but every now and then I see someone say this.

also I read that if I have a digital license through having windows 8 and then upgrading to windows 10 that a digital license means i dont have to use a product key

Edit: I just called Microsoft support they told me that yes I am able to change my motherboard since windows 10 has different licensing.
I asked him what happens after i change the motherboard and boot up my pc, and he told me that it should boot up normally to the desktop the only thing is that after that i need to go to settings and activate my windows key by typing in my product key, and that it will disassociate my old motherboard an associate windows 10 to my new one. No HDD format is needed either.
When i receive my new MoBo I will keep this post update so for anyone in the future who has this question may read this.
