PC Specs :- ( Built in Mid July 2016 )

Intel Core i5 6500 @3.2ghz ( 4 cores and 4 threads )
8 GB RAM
MSI GTX 960 2gb version ( it was on sale so i went with 2gb rather than 4gb )
MSI H110m Gaming Motherboard
120 GB ssd
1 TB Hard Drive
Thermaltake core v21 Case

My computer is in my bed room

room temprature is 78 - 80 F always ( 27 C )
on idle its around 30 - 34 ( cpu and gpu )

under load CPU usage really high ( 60 C )
under load GPU temps ( 60 C )

i can turn on gpu fan on MAX speed but it is set to auto. if i do it max speed it will make noice ofc but it will drop the temp down of gpu from 60 to 37 - 38 !

Solution
Those are perfectly safe. I would keep the temps under 80c or so for the GPU and CPU to maximize performance, but it would be safe up to around 90c.

yeah those are safe. On my old laptop, under load my gpu would get to 200f abd cpu 180f. Most it has ever gotten was 212 :p I used a laser thermostat and to the touch on the outside was 140. As long as you aer not getting that high, you are safe. you can always water cool everything if you want.
