Static NAT questions

New guy to the tech world here. I'm trying to plan my school schedule around web design. I plan on hosting/securing my own site. That being said, this is where I stand...
I want outside access to my network, but I have a standard issue cable modem and Windows 7 64 bit.
Questions:
1) Do I need a special NAT router that allows Static NAT or is it just dependent on the operating system only ?
2) Can I use Windows 7 64bit or do I need a server OS ?

The term static nat is more a term used with cisco commercial router but it in general means the same thing as port forwarding. There are web servers that run on normal windows but most the good ones run on server. Because of the cost of windows server license many people run on linux based servers. The free linux and free web servers are superior to the free web software you can get that will run on a user windows 7 license.

Still it is strongly recommended you do not even attempt to do it this way. First your ISP may have disabled the ability to host web servers mostly because people do not know what they are doing and the machines get compromised by hackers. You are much better off using hosting services. There are a number that will let you use their service for free. It will have very low bandwidth limits but that is fine when it is only you accessing it to build and test the site. You also do not have to worry about how the OS or servers etc actually work and just do web design. If you want to really run it as a web site it is fairly inexpensive even for individuals...again it is mostly based on how much traffic you intend to run to the server.

Even very large companies are moving their web stuff to hosted centers. It tends to be more cost effective and higher performance than trying to run your own.
