usually pirated windows setup get freeze screen, which if it is, no one will help you with over here.

another thing is that if you set boot priority to lets say... your DVD rom so it would boot windows setup right away, then what will happen is that when the windows is in process of installation it will need to restart your computer, and will go back to first installation window if you do not pull out disc/or reset boot priority (not sure which issue you are having exactly)

about the error, there was no need to reinstall. it was caused by either a bad new driver (if you updated the driver, it might have been causing issues for your GPU.. which you did not mention what it is, onboard/or which one)
other thing would be if you...

other thing would be if you overclocked it, the error would come from too high of overclock from the card.

there is also a possibility of your gpu just dying but that's more of a less likely case.
