CPU Temperatures spiking

Yesterday I turned on my PC and the fan was a lot louder then usual. I decided to check my CPU temps to see on idle at 0.3% load it was at 100 celsius. This only started yesterday, before I got 20 degrees celsius on idle with a corsair h100i v2. I tried to stream one game that I usually stream and I was getting intense lag on that game even though I could run it with ease before, my machine being underpowered is completely ruled out. I also touched the heatsink while the pc was running to feel that it was not hot at all, just slightly warm. ASAP help would be appreciated.

I doubt it has failed. It isnt warm whatsoever and is still conducting heat. Im 100% sure its misreading the temperature, but im still baffled on why I got intense lag while trying to stream a non intensive game.
