Help upgrading a Dell XPS 420 PC with Ram(ddr2), SSD or Harddrive, and possibly a QX9770

Ok,
I have a Dell XPS 420 with the following specs:

-Motherboard: Dell XPS 420 BTX; (Intel Socket 755) (Product: 0TP406)
-CPU: QuadCore Intel Core 2 Quad Q6600, 2400 MHz (9 x 267);
-RAM: 4 sticks of 1 DDR2 Ram; (Unbuffered DIMM, SDRAM, DDR2-800 (400 MHz);
-GPU: MSI 660 TI;

-North Bridge:Intel Beachwood X38
-Supported FSB Speeds: FSB800, FSB1066, FSB1333
-Supported Memory Types: DDR2-667, DDR2-800, DDR3-800, DDR3-1066, DDR3-1333 SDRAM
-Maximum Memory Amount: 8 GB

I want to upgrade with:
SSD (60/120gb only for operating system);
Newer Harddrive with good speeds, 500gb or 1tb;
4 sticks of 2 DDR2 RAM;

And most importantly, the CPU to a qx9650 or q9650 or Xeon equivalent if it fits.

My questions are, what are some recommendations for the upgrades that I want, and what to look after?
Will samsung SSD 750 evo work?
Is it worth upgrading to a qx9650 equivalent from q6600?
If not, how to I overclock it to 3ghz?
Can i modify the CPU cooling of the Dell Xps 420 Case?

I can get samsung SSD 60/120 for under 100 bucks, harddrive for 50 bucks, DDR2 i can find used for 10/20 (all i think) bucks, a qx9650 or equivalent for 100 bucks, the Xeon for half.

A xeon will cost me 50/ a q9xx 100; SSD 50/70; Harddisk 60; and ddr2 about 25. Prices are Euro, all the CPUs that I can get are used, and the ram too.

I would prefer not to invest too much and still use the q6600 but i need advice on OCing and what cooler is compatible and good.
