In order to answer this, more information is needed (I just ask the questions, I don't have the answer)
1) What game or games? Only Heroes and Generals?
2) How did the games get to the new PC? Did you re-install them, copy their files, move your disk from old machine to new
3) What operating system was on the old machine?
4) What operating system is on the new machine?
5) What graphics card (if any) did the old machine have? What graphics card (if any) does the new machine have?
6) Can you run CPU-Z and check your graphics information? I Googled that message and found broken or un-seated graphics cards as a cause.
