Weird RX 470 problem

Not sure what is going on but my GPU is not hitting its boost clock. You're probably thinking, oh buddy, your GPU will only push itself as far as it will go. Well, yes, I know that. But that isn't the weird part, according to MSI afterburner, my GPU will only go up to 130 watts, and it won't go farther. Checked GPU-Z and it didn't exactly help, wattage was all over the place. I have the core set to 1300 and it never reaches it. According to afterburner and Wattman, the clock stays in the high 1100s to low-mid 1200s. Memory goes to 1850mhz since I have it set it 1850. Whats weird is that it will go to 1300 in games until it reaches 130 watts, then it will dip down. Temps are fine, they are in the 50s-60s. My card can pull up to 225 watts soooo... yeah. I don't have any power saving features enabled in the radeon crimson software either.
