Gaming PC having issues and need help

So I am having issues and not sure where to start. I have windows 10 home, anniversary update build 1607.
Gigabyte z170mx gaming 5
Intel 6700k @ 4.4 w/H80i v2
OS is on a m.2 patriot ignite 240gb
Viper DDR4 3000mhz 2x8gb(16gb)
MSI 980ti 6gb (drivers up to date)
Toshiba 240gb ssd
In win 303 case
Thermal take 850w PSU

So my problem is some time I notice I takes a few to open file or programs. Enternet browser can act up and thing will not respond for short periods at a time. Now when I game is when things can go wrong. So I was playing dishonored to beat it before the new one come out and I noticed when I pause the game it would hang sometimes and audio would stop during a cut scene like it did not load it. Now I'm playing forza horizon 3 and while I'm racing the game will freeze but I can still spin my camera and plants move but the car freezes in place. In game music skips and if I am looking at cars the picture can't keep up and it will hang again. Deus ex mankind divided same thing. Long time to switch through menus and choosing gear the game will hang. It usually catches up but forza can take as much as a minute before it will start moving again. I have tried installing games on the m.2 and the ssd and the problem is still there and it killing my experiences in games. Any help would be awesome

I've used real temp and even ran cpuid stress test and it ranges 46c on average and never exceeds 50. As far as GPU drivers I've never used that program before but I do perform a clean install through geforce experience when I update. I will try that and see if there are any changes
