CPU Failure at boot

I overclocked to 4.5GHz with 1.375 CPU voltage and 1.65 DRAM voltage. Everything else is default. I start PC up, everything starts moving fast and PC is loud, CPU light stays red for 5 seconds and then PC turns off. A few seconds later, it starts up again, with the loudness again, but then the cpu light flashes for, let's say, 1 second, then turns off and PC starts up normally. Haven't had any strange resets or anything. I'm thinking that it's a problem with the voltage that is given to the PC for startup... But I don't know which option that is, to increase it in the BIOS. Perhaps the problem is something else... I have never had this issue before, how can I address it?

Some people seem to be saying it's normal, others say that it will get fixed by using Boot by PCIE, but the problem is only when PC is cold. I will try turning on Boot by PCIE and if I still have the problem, I will report back.
