This is my build .

RAM 8GB
CPU Intel i7 4770k
GPU GTX 970 4GB
OS : WINDOWS 8.1

I do not know what the problem is with my computer but it should not be running as slow as it is with these great parts , I cannot run that many games like CSGO , H1Z1 good at all.. It's impossible to play due to it freezing alot and losing frames constantly.. The only game I can play with not that many dropped fps is League of legends.... So if anyone got any suggestions to help me , thank you.

I still want to know what your component temperatures are under a torture test load.
Run a Prime95 torture test with small fft's for 20-30 minutes, and tell us what your CPU and motherboard temperatures are. Run Unigine Heaven or Unigine Valley on the extreme preset, let it loop for about 20-30 minutes, and tell us what your GPU temperatures are.

Run the Windows Memory Diagnostic Tool. Let us know if there are any faults that appear on the results screen.

While you are doing nothing, with no programs open, just staring at the desktop, what is your CPU usage percentage?

What make/model of power supply do you have?

I'm still suspecting you have CPU and/or RAM issues, but I want to be sure.

Speccy does not give a lot of useful...

I wouldn't necessarily refer to that as a beast, but it is still pretty good. This is what I'd consider a beast PC, but my opinions are greatly skewed by the interwebs.

Back on topic:
How are your system temperatures? Run a program like CPUID HWMonitor while running Unigine Heaven and Prime95 torture test with small fft's, and tell us what your temperatures are. If your computer shuts itself off during the test, chances are, it's a heat issue.

If your temperatures are good, have you defragged your hard drive recently and/or trimmed your SSD? I've had unoptimized drives affect fps in the past.

Otherwise, I'd begin to either suspect RAM and/or background processes. Start with the two above so we can use the process of elimination.

That isn't a lot of information to go by, because games don't tend push both your GPU and CPU to 100% load. Minesweeper is a game too...

Are your drivers up to date? Have you tried any of the other things I listed?

Have you ever optimized your storage drives? If you've never heard of it, I can assume you've never done it. Run the Disk Cleanup utility built into Windows and clean them all.

After that, download a program called DDU (Display Driver Uninstaller) and run that. Wipe all your display drivers, and then reinstall the most recent one.

I'm trying to slowly work my way from the easiest potential solutions to the hardest ones.

Speccy does not give a lot of useful information when troubleshooting. HWMonitor puts all the information we need in one spot, which is why I prefer it to many other monitoring softwares out there.
