what is the best specs for i3-6100 (cheap price)?

Here are 2 builds, each featuring the same parts exept for the GPU. One is less expensive and will play most games at 60fps medium-low settings. Other build will play games at 60+fps high/Ultra settings, and will definetly be more powerful than the other one. IF you want to save a little extra cash go for the cheaper one, but I would recomend going for the RX 470 build.
