Bad Performance in Some Games

I know I don't have good hardware in this system but it should be performing better.
Amd athlon 5350 @ 2.1ghz
R7 360
8gb ddr3 1600mhz
asus am1 motherboard
Windows 10 pro
380 watt 80 plus certified working antec psu

The problem is that some games won't run well while others do. It appears to be older titles that are the worst with this. GTA 5 (med to high settings) would be around 30-45 fps while GTA 4 (lowest settings) was 15-30fps. another examble is tf2. Tfs caps at about 35fps and most of the time is around 23 fps.
I have found an issue, my firestike graphics score was 2000 lower than it should be and that my graphics driver is not approved. It seems that my cpu is preforming properly and the gpu is all over the place. I will try removing it blowing out dust from the slot and will post any results.
I have no idea what is happening and any help would be great.

I found a solution but it's not what any of you said. The cpu is weak but the performance shouldn't be that bad (look at benchmarks). The issue is that the PCIe x16 slot is only in 4x mode. I am going to buy 8gb or ram for my q6600 @3ghz and that should help a lot.

Try messing around with vertical sync settings and rendering. This is assuming you don't wana upgrade the CPU which is the core (no pun intended) of the problem
