Computer Will Not Boot Up When Both Memory Modules Are Installed

Hello, I am new to this forum so I am sorry if this is posted in the wrong thread.

In short, my computer does not boot up when I have both of my memory modules installed (G.SKILL Ripjaws X Series 16GB 2 x 8GB 1600Mhz DDR3).

When both memory modules are installed and I power up the PC, it goes in a power loop where it repeatedly goes on and off until I cut the power from it.

Once I take out one of the memory modules (I have my RAM in the A2 and B2 slot so I took out the one in the B2 DIMM slot) the computer boots up as normal.

Another thing I have noticed is that the Memory is limited to 1333Mhz and not 1600Mhz.

I have contacted ASUS support and they told me to clear the CMOS. When I did so (with both memory modules in) my computer stopped the power loop but still did not boot. Instead I get a Q code 55 which means that there is a problem with the memory.

This problem started when My corsair H55 water CPU cooler broke and I sent it back for a new one. While I was waiting for a new one to come in the mail I used the stock cooler that came with my i7 4790k. It was when I replaced the H55 with the stock i7 cooler this problem occurred. I have since received my new H55 cooler and nothing has changed.

I appreciate any insight on my problem :).

Update: Both RAM modules work. I tried them alone in another computer.

You changed the cooler, and may have bent pins...all we can do is try and help and take things a step at a time, if you don't wish to listen or check what is suggested, not any more I can do. I'll be out of this thread :)

Nothing leaked out of the cooler. Just the pump broke.

no matter what slots they are in they don't work.

No, but I don't think there would be any bent pins since I have not taken my CPU out of the socket since I built this PC 2 years ago. The RAM had been working fine till recently.
