Issues with newly built pc

So I've spent months saving for my amazing new gaming PC (parts list: http://uk.pcpartpicker.com/list/9vKqHN) and it's been about two weeks since I put it all together and got it 'working'. Now I'm having a ridiculous number of issues with it and I need some advice to solve them.

My main issue is that I can't install any graphics card drivers, I've tried using both the online graphics card driver (from nvidia website) and using the installer that came with my motherboard and either way I just get a message saying "NVIDIA Installer Failed" which occurs whether I try to do a clean install or not.
There are loads of programs I can't install like NZXT CAM which throws up some message about cabinet files being corrupted every time and Geforce experiance.
Windows defender likes to flare up for no reason from time to time, hogging 100% of my cpu. Any attempt to go into the actual windows defender app gives me another bloody error so I can't even change the settings.
Opening windows programs like device manager and task scheduler gives me a bs error saying it's been 'blocked for my protection' and I really don't want to go though all the faff of enabling the administrator account every time I want to access one of these programs.
Some older games I've tried to install won't install the correct driectx and then doesn't work and skyrim used to crash every 5 mins or so (Which I did fix by installing it on my laptop and using a usb drive to stick it directly in my steam library). Not sure if this one is a PC issue or just being stupid.

For all of these problems, I've looked up solutions online and either no one seems to have these issues or the solutions don't work for me. Would it be worth doing a fresh install of windows? Or would that just make things worse? So far that's the only idea I've got for fixing all these. The computer does work (and does indeed play skyrim and overwatch at a solid 60fps without a graphics card driver supposedly) so none of these issues are the end of the world but combined they've become a real pain in the ass and I would really like them fixed.

Assuming you are the administrator and running Windows 10. Some programs (in fact many) will refuse to install due to Windows 10 security. Have you tried installing the Drivers as Administrator.?
Disable Defender if it's causing issue and use Malwarbytes. I also use Spybot Search and Destroy.
Both are good for Malware.

If you have corrupted certain Windows files, you can check your system files.
Open an elevated Command Prompt and type "sfc /scannow" without the quotation marks.
If it finds corruption it will try to fix, If not and it says it can't then a Windows repair is in order.
I too have had issue with GForce Experience installing Drivers however I have no issues when downloading and using the NVidia installer.
For BSOD issues...

im not an expert but i would check that you installed everything correctly in your pc

For BSOD issues then its best to obtain the Dump file and link here for evaluation.

To check you are running as admin, Use the Search function and type Command Prompt. Then right-click on it and choose Run as Administrator from the context menu.

Type the following command without quotes at the Command Prompt and then hit Enter:

"net user administrator /active:yes"

You should see the message saying "command completed successfully".

On a side note, ever since I disabled Windows Defender, I've been rather quite happy with the performance of my PC in Windows 10. If you are good with sites you visit and are sure enough about yourself to notice fishy sites and not risk malware infection, I'd recommend you do the same. The best anti-virus is your brain, not some software you can install. For many years I've uninstalled every security program from the various computers I've owned, and I've never gotten malware. Ever.

Often times, malware cannot be prevented by security software like Windows Defender or Avast or Norton, since they really only scan what's already on your system to see if you're already infected. Even then, the software that does scan your internet traffic for potential malware often fails to catch harmful things, and yet you pay the price by having an extremely slow computer.

Yes, everything is installed perfectly. These problems are software related - not hardware
