My PC won't stay shutdown

This is extremely strange, this is my own PC I built myself, 6700k, gtx 1070, gigabyte atx gaming 5 MB.

All high end stuff but suddenly, for some reason the PC won't stay shut down. Here is what happens

I press shutdown, it turns off, shutting down as normal, all LEDS turn off, and then a second later it just turns itself back on, boots up again and puts me at the windows 10 log in screen, it's as if the 'shutdown' option is acting as the 'restart' option.

Does anyone know how to fix this, or what this even is.

Note: ALL LED's do turn off, and ALL fans stop spinning as if you were to normally shutdown your computer, power is seemingly removed from the motherboard yet it somehow turns itself back on.

EDIT: So I shutdown my PC using the CMD prompt, it still turned itself back on, I then shut it down with the mouse and headphones both pulled out, it turned back on, I shut it down with the keyboard pulled out, it turned back on.

If I shut it down via the case button, (by holding the button down until it just turns off) it stays off as it should.

Anymore ideas guys? btw my PSU is an EVGA 750W supernova Gold+ certified.

Btw there is nothing else abnormal with the PC, performance is great, gaming is fine, all compute processes are fine and it boots up in seconds every time (almost brand new 6700k + SSD) the only problem is when I shutdown the computer it just turns itself back on every time.

EDIT 2: So I recorded what happens: https://youtu.be/AivRHxSMR0U hopefully this helps. As you can see in the video, in turns off completely when the LEDS go out, that is in full shutdown, then it just turns itself back on. That's what it does everytime.
 
Solution
If you live in an area with frequent brownouts, you may want to use an UPS and verify that the UPS works correctly with your PC first. Once that is settled, BIOS updates rarely go wrong.

If updating the BIOS makes you that nervous, read BIOS update notes and see if any of them between the version you currently have and the newest includes changes that might be relevant to you and only update if you find something of plausible relevance to you.

Check Windows' event log to see what caused the wake-up. You may have a peripheral that causes spurious wake-ups. I have a USB to PS/2 keyboard adapter that has given me trouble with wake-ups with the event log showing that the computer got woke up by mouse or keyboard even with nothing plugged into the adapter.

I shut it down in various different ways, with different peripherals unplugged, I really can't think of anything else I can do, that's why I'm here.

I don't shut it down via the button on the case (obviously), I shut it down via the start menu, and once it shut downs, it will switch itself back on (after every led has turned off and every fan has stopped spinning and it appears to be shutdown) after a few seconds, like clockwork, every single time I shut it down.

However if I shut it down, and I don't like doing this, by holding the button on the case it stays off.

I doubt it's the button just the fact it always turns itself back on in the exact same amount of time after turning it off.

Me, I would stab oscilloscope probes in the back of the PS_ON# and 5VSB pin to look for suspicious activity there. My second pick would be swapping the PSU out with one of my spares - even the best PSUs money can buy can still have manufacturing and material defects leading to premature failure.

I kinda feel like it isn't a PSU issues though, I don't have these things to test it but it literally turns back on like that every single time, also if I hold the case power button it doesn't turn back on, only when I turn it off via the windows menu, I feel like it's a software issue, any other things I could do? Do you think flashing the BIOS could help (I have never changed anything in there) but maybe it could?


Ok so I force killed the PC by holding the case power button, then I turned off the PSU on the switch on the back of it, pulled out the cable for a couple minutes, put it back in and it shut down normally onnce, I hopefully it remains fixed.
There's also no other signs whatsoever that the PSU is faulty the PC works PERFECTLY, it just seems like a really odd fault and surely I'd notice something else? and the fact it doesn't turn back on when I turn it off with the case button, only through the windows start menu

The 5VSB output is independent from the main outputs and would only affect things like standby/sleep and power management functions which are powered from that rail while the main outputs (the rest of the PC) are off.

You can try updating the BIOS if you want but in principle, once the PC powers down, the BIOS should no longer have any effect since there is no CPU left to run it or any other software, unless you have a piece of software that taps into the OS shutdown and sets an APM wake-up for a few seconds in the future to turn the PC back on.

The problem started happening a few days later again after I fixed it by holding the power button, I looked at the motherboard BIOS updates on the Gigabyte website and there is this warning:

"Warning:
Because BIOS flashing is potentially risky, if you do not encounter problems using the current version of BIOS, it is recommended that you not flash the BIOS. To flash the BIOS, do it with caution. Inadequate BIOS flashing may result in system malfunction."

Solution
Deactivate the network adapter (if existent the wireless network adapter too) in windows via the device manager

Test shutting down

Flashing via q-flash is recommended (integrated bios tool). Don´t flash in windows. Flash the up to date BIOS F5. Download the BIOS, extract the BIOS to an usb flash drive, reboot, while gigabyte logo is shown, press the key "END", choose the BIOS file and flash. Very easy steps

The risk could be that in the flashing process it could freeze or a power out could corrupt the BIOS.
The BIOS on your board isn´t at risk, because it has a backup BIOS chip, which would overwrite any corrupted BIOS you flashed onto the primary BIOS.
After flashing correctly reset the BIOS.

I have been experiencing your exact same problem. I'm almost certain it started with the Anniversary update.

I've unchecked all the wake options and I even disconnected all the peripherals. Still, it always comes back on after a couple of seconds whether I Sleep it, Hibernate it or Shut it Down. And like you, the only way to keep it off is with the Power Button.

I even did a clean re-install and added a new SSD and still it persists.

I guess we have to hope a future update solves this.

I just built a new used PC and I am also experiencing this error. I've done a bit of troubleshooting. It's not the CMOS jumper in the wrong position, it's not wake on "anything" and my error log search showed the errors I'm having don't cause this issue.

I don't know what to do...

I am having the same problem. Go to the startup menu and click on "SHUT DOWN"
Everything appears to shut down and then a few minutes later the computer turns itself back on again.
Running Windows 10. This is a real PITA. I get frustrated and hold the power button down but I don't want to damage my computer by doing that. However, I know it is not good for the computer to be running while it is put away in its bag.
This seems to be a software problem since other people are also having the same problem.
How can we fix this glitch?
