Pc makes an annoying high pitched scratching noise!

My pc makes a high pitched scratching noice and i dont know what it is. I disconnected the 2 hhd's in my system (not the ssd cause its my boot drive), i stopped all my fans with my finger. Only thing i could think of was the psu because i didnt stop that fan for safethy, so i replaced it with another and the problem is still there.
In my opinion it is comming from the motherboard.

My specs:
I7 980
18gb ram (3x2 3x4)
Asus P6X58D-E
55p ti (going to upgrade to 1060)
2 1tb wd greed hdds
1 120gb kingston ssd
Cooler master case, with 2 cm fans on intake and exhaust.

Edit: i hear a small noice from my p when i disk-check my ssd, not scratching but still something

It sounds like what you are describing is coil whine, its probably coming from the psu or gpu. It can be annoying but your system should go on functioning just the same. Not much you can really do about it sorry to say, swapping the psu can sometimes solve it but you have already done that. Does it do it all the time? Or just when the computer is under load?

My new psu is the be quiet power8 600w, old one is the corsair hx620w.
Also what is coil whine accactly, i thought it was something for a fan. Where does it come from?
I'n going to replace my gpu and cpu cooler btw, could this help?

Its a resonant frequency. when the inductors in the gpu hit this frequency they vibrate and make noise. Like someone making a wine glass vibrate with their voice.
