i7-6700K "unusual temps" and slow boot up

Hi guys, Im a newbie in PC building and Ive read some related threads here that really helps my understanding in some stuff but I wanna ask this directly just to be sure.

So, I bought an i7-6700K, an MSI Z170A Gaming Pro Carbon and a Cooler Master Hyper 212x heatsink. I have five fans; one is a 140mm intake fan at front, two exhaust 120mm fans at the top, one 120mm exhaust fan at the back and one from the CPU cooler.

So in idle mode, the temp reads at 35-38 degrees. Im kinda worried that it is kinda higher than I am expecting it to be. So my question is, should I be worried?

My second scenario is that Im using my old HDD as my boot drive, ive got no SSDs or other HDDs. It is the WD Blue 1TB. It has been with me for only a quite while, for 2 years. I've did everything, reinstalled a new OS, installed the updated drivers but the boot up really takes slow. It takes about 2 minutes two load. My previous set up has a faster boot up (i7-4770 and H87M-E mobo). So are these cases connected somehow? how can I have fast boot up like everybody else?

1 - Your temps in idle are normal even though temps in idle means nothing.
You should load a game and see : if its above 80C you are in danger.
Temps in midle 70s are safe.

2 - Its normal. HDD booting takes time.
You can format your HDD.
I used to have a HDD on my setup(4790k + Z97) and it used to take some time to boot. Than i bought a Samsung EVO 3 and never had this problem anymore.
 
With that setup, in UEFI secure fast boot mode, it shouldn't take longer than 15 seconds if you ask me. The CPU package temp wont be related to the HDD though no. In fact a better hdd would be more of a strain on the processor. Also, that is a pretty high idle temp if thats package temp but I guess the cooler is quite basic.
