Good PC low fps

Procesor AMD Phenom II X4 Quad Core 965 Black Edition 3.4GH, graphic card- radeon r7 250 2 gb, 8 gb ram. When I play talos principle (game from 2013 with little action and average graphics) on lowest possible settings I have only 15 fps. On youtube someone who has radeon r7 250 and similar processor playing on ultra setting in talos principle has 60-70 fps. I scanned for viruses, installed dirvers, defragmented disks. What is wrong?

Yeah there's also videos showing a GTX 480 doing 100 FPS at 1080p Ultra settings in GTA V. It's very easy to change the GPU name and VRAM that shows up in GTA V's settings.

Maybe weak, but I saw videos people playing gta 5 on medium with radeon r7 250 with 30-60 fps and I play much less demanding game on lowest settings with 15 fps.
