Amazing PC not working like it should

I know I need a better cooler for my CPU, but there wasn't stock until November! So I bought it and i'm using my TX3 Evo until then.

In my opinion motherboard temps are super high, didn't expected that at all when y bought it.
Also, the software doesn't recognize the RAM. It's weird because in my mobo menu it recognizes it perfectly. Could it be bad placed? I have them in second and fourth slot.

Thing is, with the witcher at max/1080p i get 60FPS stable. Also with the FIFA17 demo. But with Rust it is unplayable. It does something really weird. When I'm aiming at one point without moving myself or the camera, it gets 60 FPS with no problem, but then if I move it goes super low and then jumps a little, like if it gets freezed 10ms or so.

Yes, Rust is an alpha, but I have the same problem with Heroes of the Storm. It doesn't go fluid. it goes from 10 to 60FPS constantly.

Also, when I move my cursor to an icon in desktop or a folder, it takes too much to react. It doesn't gets blue instantly, takes like a second or so.

So here's my problem. I expend a lot of money in this and works worst than my ~$600 configuration. I seriously don't know what I did wrong. Please help me.

Temps don't seem to be an issue, the cpu is showing 62c. 74c was the gpu temp and when the founder edition was tested by guru3d their 1070 reached 76c under load. The cpu won't start having throttling issues until it reaches around 100c.

Was it a fresh/clean install of windows? Drivers for the motherboard installed and updated?

Yes, I applied a little in the surface. The cooler seems okay.
 
Well those package temps are only related to the cooler really but they are more or less within the safe zone and perhaps that's the best that cooler can do. The fact RAM isn't recognized would indicate a different problem tho. Have you checked that model are supported on manufacturers website? If they are, the problem could be CPU/CPU socket related.

RAM is not in the list but I've seen it in a lot of configurations with my mobo with no problem at all. Also the system recognize there are 16GB of RAM .

Made a Ram Test. Everything is okay.
 
Which RAM test? Memtest86? RAM diags often miss problems and cant be fully relied on. Its v doubtful it'd affect temps anyway (it could affect things like mouse/system response) but 62 degrees on a game like The Witcher isn't that bad. Quite good even.. Try messing with game settings, disabling v-sync etc.

EDIT - Actually, just saw it was hitting 74 degrees in third pic. Not so good.. Definitely a cooler issue imo

The test was execute --> mdsched.exe

The problem is in general performance. Everything is slow. Even looking in folder. Did a benchmark test to my SSD. Seems pretty poor to me.

Read/write is fine but IOPS is way too low. You now have problems with response time too, which could well be incompatible RAM. There's an endless list of troubleshooting possibilities tbh.. Can u try SSD in another system? Or another HDD in current system? One RAM chip in each slot?

Just came here to say I made a clean install and works like a champ. Didn't expected needing to because I made it 2 weeks ago when the 1070 came. Case closed :D
