Computer won't post after reinstalling RAM

Hia, so long story short I had removed the RAM to check its part number so i could purchase a second stick for a 16gb upgrade, and once I reinstalled the stick into the computer, the computer would boot but the bios would not show, but fans would spin like normal. The Power button and restart button on the case have also become unresponsive (only once turned on)

I had turned off the computer at the mains and from the power supply before removing the RAM.
Also the power to motherboard light was still green.

My specs:
Motherboard: Asus z170-e
CPU: Intel i5 6500
GPU: Asus Strix 960
RAM: Corsair vengeance lax 2400mhz (1x8)gb
SSD: Samsung 850 evo 250gb
HDD: WD Blue 1tb

Troubleshooting i have already tried:

I have tried placing the RAM in all the the slots (A and B)
I have tried using The DRAM button on on the asus motherboard, on each ram slot
I have tried reseating the cpu
I have tried loosening the motherboard screws from the tray.
I have also removed all extra components so that i was testing with only the motherboard, cpu, ram and SSD.

So my question is, is there something else I can do to try to get the computer to even post, or is it the RAM that needs replacing, or any other component?

The possibilities are cpu, motherboard or cpu.
It is very unusual for the cpu to fail.
In this case since it already was proved to work.

What is your psu?
I would doubt that a psu that worked should fail unless it was a very poor quality unit.

Remove the cpu and look very carefully for any bent socket pins. If you are not careful dropping the cpu into the socket, it is very easy to damage the pins.
Such damage is not covered by rma.

Double check that you are inserting the ram properly.
If it worked before, it should work again.
You might want to open a rma incident with Corsair.

And... adding a second stick of even the exact same part number is not guaranteed to work.
Sticks need to be matched exactly to work

I suggest you order a compatible 2 x 8gb kit if you want 16gb.
RMA the single 8gb stick and keep it as a spare

So i just recieved the new ram, nothing changed, now is it the moterboard or cpu?.....
