Should I install my programs such as games, antivirus, browser, steam etc. in my c drive or d drive. My d drive have 1700gb of space while my c drive have 300gb of space.

Solution

Just for space reasons, yes.
It will make zero performance difference.

For Steam games, it is easy to have them install on the D.

In the steam client:
Steam

This depends:
What drives are these?

SSD, HDD? 2 physical drives, or 2 partitions on one physical drive?
What storage needs do you require?

Browser, steam client, AV should ALL go on the C drive.
Games, maybe, maybe not.

It's 2 partitions on one HDD. So the browser, steam client, AV should be installed in the c drive while games should be installed on d drive?
