Red Screen/Crash While Gaming

For a few weeks I have consistently been having issues with a red screen followed by a crash and hard reboot when playing any sort of game on my PC. Started in Shadow of Mordor on Ultra but has happened in FO4, BF4 and even Smash Bros. Melee on the Dolphin Emulator. I checked my voltage levels in speccy and HW Monitor and in both cases they read as follows.

CPU CORE 0.132 V
MEMORY CONTROLLER 2.028 V
+3.3V 2.016 V
+5V 3.407 V
+12V 0.048 V
-12V -7.056 V
-5V -6.048 V
+5V HIGH THRESHOLD 2.843 V
CMOS BATTERY 1.536 V
---------
CPU: i5 4690K @3.5GHz
GPU: ATI AMD Radeon R9 280
OS: Windows 8.1 64x / Zorin OS (Linux Distro)

I opened up the bios and checked the voltages again, this time they read:

+3.3V 3.324V
+5V 5.040V
+12V 12.096V

This makes me think that the problem is not related to the power supply. Additionally when my computer restarts it frequently hangs up on the bios screen and requires a cold restart to boot correctly. When I opened bios to check my voltages it froze twice (in the bios UI) and required a restart.
