CPU maxing out with small load

I have an intel 6700k processor that i got about 3 months ago which had been working perfectly when out of the blue started to max out at 100% when handling google chrome or any game i try to run. I thought it may be my drivers for my cpu so i tried that with no success, then upgraded graphics cards drivers (nvidia gtx970) which I believe is up to date yet the problem still continues.

Any suggestions will be appreciated, Thank you

chrome wouldnt be the problem, when i look at task manager it is below 150,000k which is the only thing above 100,000k. but even if something was running in the background, the processor is extremely powerful and should run better than it is

ram usage has nothing to do with cpu usage. and you said that was your issue "100% when handling google chrome"

http://imgur.com/a/0Ge6M this is what i see whenever i run anything. if i am trying to run something like google, it spikes by ~30-70% then down to like 5%

I will try to reinstall windows if i can find a way without the disk. my computer came with windows a long time ago and i no longer have a reinstall disk that I can use. if you can direct me to a good resource to follow, that would be much appreciated
