Cant connect to Ethernet (Unidentified network, no internet)

Hi, just moved into my university halls and am trying to connect to the wired internet using an Ethernet cable.The green light flashes, however the Ethernet connection reads as unidentified network, no internet. So far I have tried resetting my ip, but that did not change anything. OS is windows 10. This is the text that is displayed when i click on the connection.

contact your university tech department.

you might have to run a manually "static" ip address or they may have to "allow" your mac address of your pc to connect to there network.

chances are there is something that they have to provide you to use there service it seems. if your light is on you have the electrical connection, you just not being allowed to connect to it.
