Sorry all. I did spend an hour trying to find a similar problem to mine, to no avail. ASUS laptop,1TB hard drive - 2 partitions OS & DATA, W10. Everything is going to the OS partition. I was never (I believe) instructed as to how to send all DATA to the second partition. And never checked. Now my OS partition is 80% full, and DATA is empty. What is the best way to resolve this issue?

Solution
moving data is as simple as copy and paste (for music, docs, video and other simple data). not sure how much you want to move but i have no problem keeping my data separate. each program usually has a setting for where it saves stuff. set it to the data drive. you just have to watch to see where a program wants things to go and change that setting to a folder on the data drive.

you can also move the libraries to the data drive permanently if you wish. http://www.pcworld.com/article/3025345/windows/move-your-windows-10-libraries-to-a-separate-drive-or-partition.html

web browser let's you set where download folder is located as well. set that to data drive through your browser settings.

some stuff will never want to go to the other...
is the data partition truly empty? if so then just use a single partition which is the easiest solution.

on windows 7 though windows 10

go into control panel> administration tools>computer management>disk management.

right click on the data partition and delete it
then right click on your main partion "os" then select "extend volume" and then make it fill all the empty space.

second option is to in uninstall your programs and then reinstall them to the data partion by making sure to specific file path during each install. and moving your personal files over by just coping and pasting.

Thanks Night Owl.....glad you asked about empty.....D: drive is allocated 534GB, but there is one file DTLF, a Drivers backup folder from over a year ago that is using 268MB. Can I move or delete it before proceeding with your instructions? Thanks, Bill

some stuff will never want to go to the other drive by default and should not be moved but this is very limited to specific program data files and are rather small in size. i easily keep all my data to a separate drive using these techniques and only really have program files and windows on that partition.
