Overheating 3570 non-overclocked.

Overheating 3570 cpu, non overclocked.

I have a 3570 in a gigabyte ga-z77n with a corsair h60 cooling system.

The temp in bios is 60, and prime95 or gaming even starcraft pushes temps north of 100. I have switched out the cooling system 3 times and ruled that out as a possible cause. I have also taken the mobo out of the case and eliminated case fans being an issue. So its got to be either the mobo or the cpu, or maybe some bios setting.

I have reset factory defaults for the bios. So what should I order new motherboard or cpu? Ideas?
Any insight?

Non related other stuff for completeness / just incases: gtx 650 video card, thermaltake 750 psu

I have replaced the heatsink with three different types, and also had this done by professionals just to rule out the possibility that I was not applying a good deal with the cooling systems. I am 99% positive that the cooling system / seal is not the issue.

As far as I know, 60c in the bios is way too high. I'd still bet on poorly applied thermal paste or not correctly installed cooler since pc in bios is idling.
