no, it's not.
it can happen in loops with large volume after refill since it takes some time to get all air out. if it's not the case, your loop is not sealed - liquid evaporates or leaking.

i suspect seal. i do have two ports which have the silver probe .and function as inlets .i did tighten .loop is about year old .this started about 3 months ago .first suspected leak but have not seen a drop . i actual have two loops .the other for cpu .no issue .was thinking of adding water inlet on side of case .but if i can avoid it i would prefer .
 
it can be any joint that causing this.
there is a simple way to try to find it:
turn off computer, connect some tube to the fill port of the loop, blow in to the tube by slowly increasing pressure.
you might see a few drops of water where the seal is not perfect.
Just don't blow too hard. some fittings can hold only few bar

great idea , my configuration ..makes it difficult . since i added my temp and fan control above fill ports .i believe i might have to rethink and reconfigure my lay out .were it will be fill port friendly . presently i have to disconnect front panel and remove temp fan indicator without pulling wires from unit to access fill port .reason for concern .
