I bought an Asus GTX 1070, and I have noticed really bad artifacting. And I am looking at the core clocks and it will from 1700 to like 900 in game and stay there and then it would go back up to 1500 and back down to 700. I have no OC'ed the card and I have set everything to default, any have any opinion?

I just bought a Asus Dual Gtx 1070 8g and I was having the same problem in batman arkham Knight. I hope we find a solution, however if your card is the same as mine, I am starting to think that might be the problem.
