Best GTX 1060 for the Money?

Solution
the best pascal card is the one with the best cooling... ( fancy VRMs other OC features have been repeatedly shown to do nothing) with that in mind pretty much any decent 1060 works, as all the cooler has to do is keep the card at its peak boost. the generic EVGA ACX cooler cards should do fine.

as for the PSU, go for a seasonic M12II 520 it is currently very cheap on newegg and is a great PSU for it price. it is also very solid.

Solution
1) PSU?
Depends on the rest of the system too. (card uses roughly 125W max, basic Intel system without GPU under load might use between 100W and 200W but varies).

For most systems I recommend a quality 550W or higher, with the proper 6/8-pin power connectors to the card.

2) Card?
This Asus is on my short list:

3) GPU OC?
The amount of power added is insignificant for the GTX1060 compared to the TOTAL system power. Most cards don't have much overclock left anyway.
