Question about CPU cooling in a semi-confined space (arcade cabinet)

I am building an over the top PC to put in an arcade cabinet I am building. The PC will be in the base of the cabinet but will be mostly enclosed except for some vents I am installing on the back. I may overclock but nothing serious. My question is should I use liquid cooling or air cooling. I was leaning towards liquid because of confined area but I also want a low management system that I dont need to worry much about a few years down the road. Does anyone have suggestions in cooling in a semi confined area?

Solution
Liquid cooling or air cooling makes zero difference here. All that speaks to is moving heat from the CPU.
Both work well at low or no OC. The CPU generates the same heat, whatever cooler you have on it.

What you need is air movement through the case. Bring in cool air, extract hot air.

In this use, noise, price, maintenance, and stability favors a good air cooler.
