I have GTX 750 ti do you think it sufficient too?
 
In a word.. yes, it is bad.
DOTA 2 I think is largely cpu limited and single threaded. Few games today can use more than 2-3 threads.
Your AMD Phenom II X6 1045T has a passmark rating of 4482 when all 6 threads are in use, but only 1074 for a single thread.
Today, even the best FX processors are in the 1500 range for single thread performance.
By comparison one of the best Intel skylake processors for mid range gaming, the i3-6100, a $125 part has a rating of 5500 and a single thread rating of
2102

I own a cybergame cafe with a mere A4 5400 and it run DOTA2 just fine on Low to Medium though only at 768p. Users are free to set the settings to their own taste and liking. But certainly not enough for High. I tried.
To put this to perspective, 2 of my user is struggling up and down at 5k MMR. My average users are up to 3k. Alas, I, myself at 2k.

You can't survive at those ranks without having responsive and stutter free PC and internet, at the same time.
Yours are certainly in every way better spec than mine, so there must be something else you should investigate.
 


Here is one way to get an idea if your cpu or gpu is limiting you:
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

A back handed way is to
Limit your cpu, either by reducing the OC, or, in windows power management, limit the maximum cpu% to something like 70%.
Go to control panel/power options/change plan settings/change advanced power settings/processor power management/maximum processor state/
This will simulate what a lack of cpu power will do.
Conversely what a 30% improvement in core speed might do.
If your FPS drops, you know you are cpu speed limited.

You should also experiment with removing one core. You can do this in the windows msconfig boot advanced options option.
You will need to reboot for the change to take effect. Set the number of processors to less than you have.
This will tell you how sensitive your games are to the benefits of many cores.

If your FPS drops significantly, it is an indicator that your cpu is the limiting factor, and a cpu upgrade is in order.

I think you are relatively balanced with a GTX750ti now. Possibly you need to upgrade both.

Thanks a lot for this insight bro, I actually just found out that my processors was set to default and it was only using one of my cores this whole time!!! LOL I'm such a freaking newbie, I didn't even know what cores were until now LOL thanks thanks so much again my CPU should be working better now. Cheers!
