"All Good" Beep, but keep getting a blank screen. Motherboard DOA?

This is my first PC build and and I continue to get a blank screen even though I get the "all good" beep. I've gone through all troubleshooting tips I found, and nothing. Could it be that my motherboard is DOA? everything seems to run ok (case fans, lights on motherboard, lights on case) except the heat sink fan for the cpu which doesn't spin at all & the fans for my graphics card barely spin, which is why I believe it may have something to do with the motherboard. Any help would be greatly appreciated. Here are my components.

CPU: Intel Core i5-6500
Motherboard: Gigabyte GA-Z170-HD3
Ram: Corsair Vengeance LPX 4x4GB
Graphics Card: ZOTAC GeForce GTX 970
Hard Drive: WD Velociraptor 600GB SATA III 10,000 RPM
Power Supply: Corsair CX500M 500W
Case: Cooler Master HAF X
Monitor: Acer G276HL Gbd Widescreen monitor, LCD (I plugged it into my case using the DVI cord, if that makes any difference)
