My guess is that is a good plan.
When you upgrade a graphics card, you want to make it a biggish jump or you may be disappointed.
In this case, a GTX1060 is three tiers higher than a GTX960 on tom's hierarchy chart.

As a test to verify that a graphics upgrade would be beneficial, run this test:
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
