It would be a good investment depending on what you are doing with the computer. Heavy gaming? Work station?

My guess is that is a good plan.
When you upgrade a graphics card, you want to make it a biggish jump or you may be disappointed.
In this case, a GTX1060 is three tiers higher than a GTX960 on tom's hierarchy chart.

As a test to verify that a graphics upgrade would be beneficial, run this test:
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

Yeah, personally I would get the 1060. Don't get the founders card though as it runs hot and loud. Get one from Asus or something because they have faster clocks, they are quieter and stay cooler.
