FPS drops GTX

Hi everyone,
before we begin im going to list my specs below.
i7 4770k
gtx 960 SSC
8gb ram (2x4gb) 1600mhz
z87 mobo
700 w psu

So here is the problem, I have been gaming for a couple years now with this rig and the gaming experience has been enjoyable on every game I play from counter strike - arma 3.
Recently I have been lacking Frames in all of the games I play, for example on Arma 3, I would average around 40-60 fps all around the map at high/very high settings but every couple of minutes I get this crazy lag spikes where the fps drops to 6 and I cant do anything for like 10 seconds.
Can you guys please help me out on how to fix this?
I have updated my drivers and im sure theyre up to date.

Ok, that CPU temp strikes me as a little high. Your GPU is fine though.

Heaven is more of a GPU stress than a CPU, and you're reaching 65'C on the CPU.
Gaming will put much more stress of your CPU than Heaven ever will.

I'd recommend a true CPU stress test, but I'm pretty sure I see how this is going to go. Even if you were to fire up Arma (which is not going to be as stressing on your CPU as an outright torture test), log your temps and see how they look when the stuttering appears.

I suspect you're getting into throttling territory as a result of high temps.

Which cooler are you using? Just the stock Intel cooleR? I see you're running at stock speeds....

You'll probably want to check your temperatures. If the CPU or GPU are overheating that could easily explain limited frame rates.

Other software issues are certainly a possibility. Make sure to run some anti-malware software so you can rule out a resource stealing or remote mining bot.

You've updated your drivers, but have you removed all prior GPU drivers? You can use DDU to achieve this:

Are you monitoring your temps? CPU & GPU specifcially, although Mobo temps are helpful also.
If you're not, I would recommend HWMonitor, but there are other programs available.

What is the make/model of your "700W PSU"?

The 960 isn't the strongest card in the world - but if I'm reading correctly you were happy with your FPS and they've started to lag? You haven't changed your resolution or in-game settings, have you?

Out of curiosity, what resolution & in-game settings are you playing at?

Have checked temperatures?, maybe you are overheating the Cpu or Gpu due bad cooling and are throtling.
Have checked the antivirus?, you also could get a virus that makes use of system resources.

EDIT: I am playing at 1920x1080 for all games with a dual monitor setup

What temps do you consider as overheating?

What about load? Idle temps don't really matter much - you want load temps, ideally from a stress test to give 'worst case scenario', but temps from replicating the lag issue will help and we can get a feel whether temps are the route cause. (unless ideal temps are crazy of course, then load temps have no chance)

Okay, so I ran a Heaven Benchmark test at max settings(1920x1080) my avg fps was 30.2, min was 13.2 and max was 60.5.

I noticed when I had the frame drops, my temp were at 70-73, and I am using the H60 corsair cooler
