I recently bought a Asus RX470, Are there any known problems with these cards?

As I believe I have a faulty card, The issues I am getting are very obvious screen shuttering, Windows 10 performance is affected it got to the point even opening and extracting a winrar file was becoming difficult also simply clicking the start menu you can see a noticeable frame rate drop, the card isn't over heating as that's the first thing I checked...

Also watching movies also affected by constant stuttering..

Gaming it plays but the game will crash after 20 mins

I reinstalled my old Gigabyte 7850 and that works perfectly!

I reinstalled windows 10 and also downloaded the last AMD drivers for the RX 470 which didn't solve the problem...

Is the card faulty or could they be any other issue?

My system specs are

Asus z97 a motherboard with 8gb ram
700W PSU
i5 4690 cpu

Solution
I like Asus. Except when it comes to Amd gpus. For some odd reason, they just seem to not be all that good or have issues. Personally, I'd RMA it and get a different brand. Msi is good, as is Gigabyte or Sapphire.

Well I have sent it back to the place I bought it from, If it's faulty then I get a replacement but I preferably will go with a different brand, I am considering maybe looking at the GTX 1060

i had exactly the same proble with asus rx 470 oc 4gb. Try to install trixx from sapphire and up power limitation +20 (i read maybe +50 depends on performance), go to settings and disable ULPS, yestarday i did and it works betters. But i think is a problem from asus, maybe bios or something else, if you try pls tell me how it works. For now im always monitoring my gpu with wattman.

Well the company i bought it from claimed they tested it and supposedly worked fine for them, i tried to install it in my PC but again suffered the same issues so i decided to get refund and go with different brand.. I might look at the gigabtye version of the card or maybe look at the Nvidia gtx 1060
