Is my motherboard broken?

Ive had my PC for at least 6 years with very few problems. Just recently after restarting my PC when it froze my monitor showed no signal and also the USBs weren't getting any power. All the fans are working on my GPU and also my water cooling. I tried a different GPU and also different cords also I tried a different HDMI cord and TV. Nothing seems to help. I tried going straight from the motherboard for HDMI and that didn't work either. I've reseated my RAM a couple times in different slots and making sure it's seated properly. Ive even made sure all my cords are connected correctly. I have no idea what's wrong. Please help :(

If I remember correctly, your motherboard isn't getting through the POST, meaning it could be either your CPU or RAM that might be broken. It's normal your usb doesn't get any power without passing the POST.

(Note: Been a long time, could be wrong)

So how could I go about testing that either the CPU or RAM is not working?
