can't change fan speed on speed fan.

my fan 1 speed doesn't change on speed fan, I would like to lower the speed but it doesn't respond when I change the pwn percent. I can't do it through the bios and my other fan is working fine.

didn't mean to press best solution but its a after market fan, I think its because the fan is connected to the mobo and the bios is limiting how low I can set the fan speed. I tried to connect the fan to the PSU but then my other case fan doesn't work.
 
what mobo did you have? usually mobo maker have their own utility software for this kind of thing so you can adjust the fan speed on the go from desktop without the need to enter BIOS setting each time you want to change the fan behavior. personally i never have much luck using Speed Fan and it seems the software no longer being updated much when pretty much all modern motherboard comes with their own utility to handle this kind of thing.

Its from an alienware x51 and the bios is completely useless. I decided to uninstall speed fan and I connected a low power adapter cord to the fan in question (the adapter is from my noctula fan) that seemed to ease the issue a bit. I'm probably just going to end up buying another noctula fan since its really quiet and the other one sounds like a leaf blower.
