Brand new GTX 970 and a few issues

Hey guys, I recently acquired a GTX 970 to replace my old and bricked HD 7950. During the installation I had a few issues with it being on and not displaying anything on the monitor (which I solved by replacing it a few times).

The thing is I don't see any improvement from my old card and I'm getting major fps drops on things that I think I shouldn't be getting.

My SPECS are as follow:
M5A97 LE R2.0 mobo
2x 4gb corsair veng ram
FX-6300 cpu
Corsair GS700 psu*

*The thing about this PSU is that I'm hearing a LOT of noise comming out of it when I turn on my pc (like a lot of crickets) and after 30 minutes a constant, but not as loud, coil whine. Could it be that my PSU is not giving enough juice to fully power my system?

I should note that I also get random black screens on chrome and WebGL stops working (think this might be related to the GPU because of the hardware acceleration)
 
Solution
Did you compare benchmarks before and after the swap? If not, do that. Was this a new or used video card?
Your CPU is also not the best for games, depending on the settings and games you are looking at.
Without details about exactly what is going on and in what, no way to know if the 970 is working properly. You may just too high of an expectation about what the video card can handle with your CPU.
