Why can't I run Skyrim with an ENB with good FPS?

Hello everyone,

I've been trying multiple times to run Skyrim with 25+ mods and various ENB's at 50-60 frames. However, it seems that I'm at no avail as no matter what ENB preset I use I always seem to get low fps even with textures and shadows put on low. Furthermore, for as far as I am aware my PC has sufficient 'gaming power'/specs to be able to run an enb with 50-60 fps in most areas on Skyrim.

Said Specs for my PC are as follows:

GPU: GeForce GTX 980 - 4GB GDDR 5
CPU: Intel i7-4770 @ 3.40GHz
Memory: 16GB
Space: Hard Drive x3

I'd be very appreciative if someone would be able to assist me with this situation as this has been a persistent problem for many years.

Solution
There's a couple reasons why this could happen.

1.) Your mod list hasn't been optimized/cleaned properly. If you have mods with lots of conflicts, this will eat ram and CPU performance for breakfast, leaving you with crap framerate.

2.) Your ENB isn't configured correctly, eating away at your GPU performance, leaving you with crap framerate.

3.) You haven't edited the config files of Skyrim to take full advantage of the hardware you have. There is a chance that the game is still trying to run on 512mb of VRAM and 2GB of ram while ignoring the hyperthreading you have available.

4.) You have really bad temps, your components are overheating, and are throttling to save themselves from destruction.
