Do I have a defective MOBO or CPU?

Ive recently put a new PC together and when I attempt to turn it on nothing happens. All the front panel connectors are in the correct orientation,and power supply switch is on. Ive confirmed that the PSU is working with the paper clip test,RAM & GPU are working from a previous build. Ive narrowed it down to the CPU or MOBO being faulty. They were both bought used.

CPU:i5 4590
MOBO:MSI B85M-E45
RAM:8GB 1333
Storage:7200RPM 1TB HDD
GPU:MSI Twin Frozr R9 270
CPU Cooler: Hyper 212 Evo
Case: Fractal Design Node 804
PSU:Corsair CX750M

Not really possible to tell by the information provided, and it may not be really possible at all. It is more likely to have a problem with the mobo than the cpu, so I would say return that and try a new one. If it still doenst work, you know your problem.

Can I take the i5 4590 and put it into my main 4790K build. They are both LGA 1150 so I dont think I'd have any problems. Would I have to go into the bios and turn of the OC on my i7 before putting in the i5?

okay I installed the CPU and it was not the problem. The PC booted fine with the i5 4590 so im now assuming that its the MOBO ,correct?
