rx 460 or gtx 950 for skyrim enb, grass mod at 900p at budget

hey guys, gonna get a new card sooner but after the arrival of rx 460 which having bigger VRAM with lower reasonable price (and performance too), i get confused which one to pick with my planned budget
and the TDP is kinda plus point for me

my game mainly DOTA 2, warthunder, and modded skyrim standard texture (not HD one), AoT WoF, FO4 with ultra low setting
my spec:

fx-6300
m5a97 r2
8GB RAM
500 CX Corsair
1600x900 display res
win 7
HD6770 1GB HIS


which one should i get to get better performance at least for skyrim with ENB with that resolution?

sadly no, i'm in Indonesia South East asia region, and our currency currently "under pressure"
and in here even converted to USD it's around US$182.13

kinda afraid to buy a new comer due to risk for failure due still fewer people use it

and reason i haven't use skyrim HD TP due my likeness to grass ehehehe, i use lush grass that kinda kill fps for around 10-20
